Cleanup existing "excluded" configuration. #285

Many of the config files contain a list of excluded items we should:

remove excluded items and test if they works now.
rethink the exclusion list. I never remember why something was put in the exclusion list. Would it be better to have something like a mapping with the reason as either the key or value ?
