Add support for the Datavideo SE-650

Hello everyone,

As I use the Datavideo SE-650 I would be more than happy if TallyArbiter supported it.

I have already checked and it seems that all the other video mixers work by receiving the tally data over the network.
So I am not sure how much work it would be to integrate the Datavideo one as it only provides the data over a serial connection.
Perhaps someone who has worked on the project can elaborate on the challenges.

As I am a software developer myself, I am more willing to help with adding support. It would be nice if someone here could give me an introduction to the code of the project so that my code matches the rest.
