Update and complete Internationalization and Localization documentation migration #6363

Describe your use-case which is not covered by existing documentation.

This issue is to preserve the work that has been done already in this pull request, and provide the opportunity for others to add on. The original pull request has been labelled stalled (as discussed in recent Jenkins Documentation SIG office hours) due to inactivity, but the existing work done by the original submitter is valuable and should be preserved/utilized to enhance the Jenkins documentation.

Since #2642 was created as part of the Jenkins wiki migration series of tasks, this documentation would need additional updates and to use the suggestions to improve the documentation as needed.

Reference any relevant documentation, other materials or issues/pull requests that can be used for inspiration.

Hi @nilaygit-10721, this one should actually be closed due to the work of #6400. Sorry for the confusion on whether it is open or not!
