Add a time interval

Following discussions during the IVOA interop meeting October 2019 in Groningen, an extension for Cone Search to filter by time interval was suggested.

This proposes adding a time interval (MJD_min MJD_max) as optional parameters, and brings the question of fixing the frame. SCS has the frame fixed to ICRS, we could fix the time frame to TCB.
