This is an follow up issue of #59. Due to the limitations of moby/moby#23188 the docker check should get refactored to use threads to speed up operations

Issue #60 #59 Refactor Docker check to use go func for each container

This change should make the execution time of the check constant to be ~2 seconds. T=O*2
The old implementation queried the docker API for each container sequentially
where each response took ~2 seconds so T=O(n*2)
