Parser for ancient todo-bichig

Kalmyk colleagues asked to add an hfst-parser for ancient todo-bichig. It should be used the same way as the parser for modern kalmyk language. Necessary data-files for new parser were received.
Corresponding label for menu line: Парсер старокалмыцкой письменности (тодо-бичиг)
