Add support for shared assets and meters

Once #45 lands, we'll be able to have multiple characters... but all the logic around tracking shared tracks (like supply/hold) and shared assets (like ships) needs to be done by hand. We should sync shared stuff across all characters in a campaign.

We may want to wait on #104 to work on this one.
