The PrepareTxAccVsiTableEntry function encodes the VSI match key value as a single byte.

The input parameter (sp) is uint32_t.

The match-key value (vmeta.common.vsi) is bit<11>.

Note

The unit test should test with, and expect, an 11-bit value.
