The PrepareVxlanDecapModAndVlanPushTableEntry function encodes the vlan_id action parameter as a single byte.

The source field (vlan_info.port_vlan) is int.

The vlan_id action parameter is bit<12>.

Note

The unit test should test with, and expect, a 12-bit value.
