As a Geoconnex indexer, I would like to monitor and configure alerts for download metrics of graph index triple files so that I don't accrue exorbitant cloud costs

The plan is to provide a read-only snapshots of the knowledge graph Geoconnex idnex. However, it is unknown how often downloads to this public facing repository of snapshot files will be (ab)used. In order to mitigate unanticipated cloud cost, a notification of cloud based meter usage underlying this serviced will be implemented.
