Assets precompilation fails when unable to connect with database

Application is hosted on Heroku private space, so when assets precompilation happens it does not have access to the database.
Makara is failing with
Makara::Errors::BlacklistConnection: [Makara/replica] could not connect to server: Connection timed out
Is the server running on host

This will fail without Makara also. Heroku has instructions for asset precompiles: https://devcenter.heroku.com/articles/rails-asset-pipeline#failures-in-the-assets-precompile-task
