found alternate to this use case

snmpsimd.py --data-dir=./dummy_snmp_data --agent-udpv4-endpoint=127.0.0.1:1024 works

That means you didn't use the right Python package and version. Read etingof/pysnmp/issues/429 and #19 to learn more.
