Add a ktn_web_utils module like the one we have everywhere, with functions like:

-spec announce_req(cowboy_req:req(), iodata()) -> cowboy_req:req().
-spec handle_exception(atom(), cowboy_req:req(), term()) ->
    {halt, cowboy_req:req(), term()}.
