Considerations

Admin can comment on all outages.
A logged user can comment on outages he has specific access to (restrictedTo property)
It would be nice if comments would display on chart outages (on mouse hover)
If Add REST API to return latest outages #36 is implemented, add a parameter to opt in for comments to the API method.
