CREO2URDF – Add CI

Task description

Since:

• CREO2URDF – Add action for compile and load the dll on releases #52
• CREO2URDF – Build a GA on a self-hosted runner for automatically generate the urdfs #87

We can build and run creo2urdf from Github Actions on a self-hosted runner, so we can think to emit a repository dispatch here for building creo2urdf on PRs and check if the compilation succeeded or not.

Definition of done

We added a CI action
