Network ownership for all three CPS smart contracts

Once CPS in more of a steady state, give ownership of all three CPS smart contracts to the network. Once ownership is relinquished, all smart contract changes will need to be approved via on-chain network proposals.

This could be a hassle in terms of bug fixing/efficiency so shouldn't relinquish until absolutely ready.

Get all the smart contract changes/features done -> 3rd party audit paid by Foundation -> give governance to Network
