What should the design of the RFP section look like?

Initial idea was to separate "RFP" section from "Drafts/Feedback" section, that would look something like:

Request for Proposal

Top

List of Top Voted RFP

Need a way to remove once implemented

Bottom

RFP submissions to be voted on

Not a discussion board

Template based on Eric’s RFP list

Need way to remove low voted RFPs after X cycles

Drafts/Feedback

Forum style draft submissions

Can be based on above RFPs

Drafts are editable

Drafts can be submitted as final drafts

Need to provide users a proper draft template

Each draft requires a picture submission?
