Feature : Let user request update for the download dataset in tasking manager projects

Nope , its not a problem rather an enhancement to existing datasets.

Describe the solution you'd like
I see a button above this comment section perhaps that will say request an update or perhaps above the download osm data section , When user hits it tasking manager will simply post a comment saying , this user has requested an update to this dataset ! It can be a comment posted by that user and that's it . Once there is a comment , project becomes active and update will be trigger on regular cron ! Even if multiple people requested the update that will be okay cause the update will be requested only once
