Resizing mapview results in incorrect scrollbar state

The scrollbar becomes incorrectly shown when the map view is resized. This is apparent on one-screen maps and making the mapview smaller. This creates an enabled scrollbar that looks like it's been moved and can be moved when it should still be disabled as the entire map is still on the screen.
