If the "Extended_Key_Update" flag is not set, servers ignore any the functionality specified in this document and applications have to rely on the features offered by the TLS 1.3-specified KeyUpdate
instead.

Comment> If the server does not support Extended_Key_Update, applications that require perfect forward security will have to initiate a full TLS handshake.
