Migrating from Totora to Moodle - Invalid H5P Activities

We are assisting a client moving from Totora to Moodle Workplace. We have ensured the H5P versions are as close as possible between the two sites. For example,

We are using the hvp plugin and not the Moodle version of the plugin. See screenshot for proof:

We have ensured the libraries installed are the same libraries that the client has on Totara. The versions, however, are not identical but we have updated both sites to the latest versions the plugins can retrieve.

However, the H5Ps won't properly restore, and the full debugging is below:

We could use a suggestion about why these won't restore properly. There are hundreds of H5Ps so downloading each file and resetting them up at the activity level is unsustainable and will cause the data to not transfer properly.
