Sequoia - The install button just closes the window

I installed 2.4 and 2.5 on Macs running 15.0 and 15.1 betas. I also tried on a 15.0 normal release going to the 15.1 beta.

When you pushed the defer button it worked as expected, the count went down according to the logs. If you pushed install, the Nice window went away but system settings did not come up. Then the Nice window came back up and the deferrals went down.
