fix: Trigger release-please for 2.9.7

What this PR does / why we need it:
Add this empty PR to trigger release-please, because both of the following PRs addressing CVE-2023-25388 are just chores:

• chore: [release-2.9.x] Bump go to 1.21.9 and build image to 0.33.1  #12488
• chore(deps): update module golang.org/x/net to v0.23.0 [security] (release-2.9.x) #12461

LGTM! In the future always bump images/deps in a fix commit so this isn't necessary.
