Support deployment of non-default Harbor versions

This current harbor version "constraints" seem to only allow deployment of the latest minor version:

harbor-operator/pkg/version/version.go

Line 68 in b600049

if valid, errs := latestConstraint.Validate(v); !valid {

This constraint seems a little too strict. Is it a legit usecase to use a newer version of harbor-operator to deploy an older version of harbor?
