Here are some common scale marks methods for drawing maps.

There is now a partial that can be used to draw scale bars:
scale_bar.tpl

In the case of the GRG sheets, we can stick with only meters and need to determine the appropriate increment (1m, 10m, 100m, 1000m) and then determine how many of those increments will fit on the sheet based on the sheet size and aspect ratio. So in this example, the increment is 10m and there are 13 increments displayed to the right and 4 to the left and it fits on the page in landscape.
