define if election will be open/close after activation

is it possible to allow to define during the creation process if the election will be close or open
now we need to generate election then quickly close it and then define open/close dates
in case of trouble (lost network connection i.e) people may vote before we close the election

the same could arise for a tallied election if we want to postpone result's display
allowing to select a postpone date to make results hidden would be nice also
