GCP Track Winter of Code 2.0 Proposal

Hi,
It's Pranshu here, 3rd Year UG at IIT (BHU) Varanasi. I found this Project GCP Track pretty interesting and want to work and contribute in this. I have been mostly into Competitive Programming hence pretty new to Development. Though I have some experience in Web Development and know MERN Stack.

I wanted to know there are no explicit guidelines or milestones given about the project. So, what can contributors expect and would be working upon? In the Project Proposals do we have to only suggest the features that we want to work on, or do we need to fully describe which technology we would be using, it's implementation, etc? Being first time applying for Open Source Program it's difficult for me to figure out.
Also, I am eager to work with the backend team, though I am currently learning, so should I apply for the backend part also or only frontend part. I am eager to learn though.
