Allow staging inputs with workflow submission ?

We currently need to use a two-step process of uploading data, getting a handle to hda / hdca ids before we can submit a workflow. I think it would be pretty neat if instead we could provide uris to data instead of database ids. I think that would make history-less workflow submissions simpler, and we could validate the workflow inputs before accepting the upload.
