Provide a vagrant file to boot firmware images

For easy and early testing of firmware images, there should be a Vagrantfile alowing one to boot a locally build image.

Isn't that something which is more "gluon-common" than "community-specific"?

I know tcatm and neoraider are searching for contributers.

Actual Vagrant cann't check correctly if the VM is up. Even Virtualbox has problems with that.

So i think, that we should delay it to a other version of our firmware.
