tools: parallel_tools not_parallel_tools

fluxfunction does not compile and is not checked in CI, either. It is still included in make tools, though.

Hmm I used it a few weeks ago? What is the matter? Probably some recent merge changes?

TBH I'd drop make tools in favour for just using the direct ones, but here I'd be more worried about the fact the fluxfunction compilation is broken.
