Deprecated set-output Command:

The use of ::set-output has been deprecated. Instead, you should use the echo command with the new syntax:

echo "image-tag=$ECR_REGISTRY/$ECR_REPOSITORY:$IMAGE_TAG" >> $GITHUB_ENV

this is a potential improvement thank you.
