Don't display UI for unused features: Version selection, Change Log, Owner

Use Case

Having buttons and empty lists confuses readers.

Proposed Solution

When there is only one version, don't have a select box to switch to others.

When there is no Change Log, don't display the link (under version) or button.

When there are no owners, don't display them.

Implementation Notes

Possibly no need to configure if these features are used or not; each page can simply render per the data.
