Draw attention to page-level errors and warnings.

When a page-level error and/or warning is presented, the application should scroll to the top of the page to ensure users are aware of the alert. Currently, this would directly benefit the experience of the creation workflows (i.e. capture/materialization creation). Since the creation CTAs are found on a sticky header, it is possible for a user to be too far down the page to see an alert produced by a given action (i.e., discovery, draft test, or draft publication).
