Improvements for GLEAM and NPI before publishing

Description

1. We want to publish on Mon or Tue. this means we will need to split some dev- branch and published branch <- describe in the comment the details of how it's done with the channels, how to run the model and upload to staging
2. Re-run in with current data. we should plan how to run the public version about 1-2 a week
   • Set up a job that will run and upload to production every week on Tue (the starting date will be modified based on when we are ready)
3. We should display just 4 weeks of forecast; also we should likely stop displaying deaths forecast at all for countries with low numbers <- this will be done on FE
