Ideally getDeploymentPropertiesOrDeploy would return exact SQL to insert, but if client is using slonik it cannot use that SQL to perform deployment properties insert during seed (it contains params, and slonik expects that params are supplied via sql function)

Find a solution, so client doesn't have to know properties table name, columns and so on in his seed migration.
