Some rethinking is required around Item Locked warning in cases where constraints are added to branch paths (as illustrated below), as many redundant constraints are listed in the VLE constraint warnings.

Would it make sense to do a check to see whether a constraint is already listed, if it is then don't list it again so we don't have redundant constraints listed?

Changed add step into a wizard.
f898fc6 
Adding a step in the AT is now done with a wizard.
It will prompt you for a title on the first page, and a
location on the next page.

Cleaned up code related to add step and add group toggle.
