bump github actions images to Apple M3 chips when available

Currently, we are stuck with old, soon to be deprecated GitHub runner images because the macOS 14/15 doesn't support virtualization. However, once runners with Macos 15 and the M3 chip are rolled out, we can upgrade as they support virtualization again. The current preview versions of Macos 15 don't seem to have this chip yet, and I could not find a timeline, but it is obvious that this will roll out at some point.
