Is your feature request related to a problem? Please describe.
We are using a third party s3 provider that causes the minio client to fail to establish a connection if no value for s3 region is provided. Thus we are unable to use Elyra within our own environment.

Describe the solution you'd like
It would be great to be able to configure the s3 region either by using UI or by using an environment variable like AWS_DEFAULT_REGION.
