Self cross-signing from EXI -> EI seemingly failed, but then suddenly started working.

Steps to reproduce

1. Log into EXI
2. Try to verify the new session by cross-signing with EI (on the same device), via emoji
3. First time fails (timeout, due to not realising you have to hit 'they match' on both sessions or similar)
4. Second time succeeds - says "you're verified" on EX...
5. ...but sends you back to the "verify by a device" stream.
6. Start the process again... but then it suddenly catapults you into the app.

Outcome

What did you expect?

Don't get hurled back to the "verify yourself" screen after you've just successfully verified yourself.

What happened instead?

Presumably there's a race where the state machine takes a while to realise that you're actually verified now, due to waiting for a different confirmation from the server beyond the initial verification success.
