Update conf.yaml

Adds the changelog dir to the installation and upgrade guide for versions 8.8 - 7.17.

After a bunch of other PRs, we can remove the dependency on the docs dir.
Actually, we can't. That dependency is still needed for the 7.x versions. Ugh. But we can add to the number of excluded branches.
