This probably has to do with some general issues right now with showing tasks available

Solution:
Let's think of the wanted behavior from a user perspective here.

Something like this would make sense to me:

The Continue / Start button should not be active. The button should indicate there are no tasks right now.
On the campaign list the row should probably be grayed out / inactive
