[Credentials] Dockerfiles and Workflow setup for Dev environment

• Issue created under the implementation of [DEPR-2U] [Discovery] How do we build devstack images post devstack-deprecation? edx-arch-experiments#587

Tasks

Beta Give feedback

1. Move the Dockerfile and push-docker-image.yml files present in the IDA to public-dockerfiles repository
2. Schedule the workflow to run once a day to build and publish dev image to docker.io/edxops org
3. Add workflow_dispatch option to provide option to trigger the workflow manually if required
4. Setup email alert in case the workflow fails in building and publishing the image to notify the owning team in case of failure
5. Test the workflow once on pull request to verify everything is working as expected
6. Update the devstack references to pull the image from the updated host organization if needed
7. Update the GoCD pipeline code to reference Dockerfile from the updated path in public-dockerfiles repository
8. Remove the Dockerfiles and workflow files from the source IDA repository

Owning squad for credentials is aperture squad, not the cosmonauts. Let's ask the aperture team once which email address they'll like to be notified on so we can update the workflow accordingly.
