When we encountered the authorization error in openedx/event-bus-kafka#226 we found that no alerts had gone off. Suggested explanation: « I think you weren't alerted because alerts are faceted by app and not topic, so as long as discovery was still consuming from other topics nothing fired. » We should ensure that there's sufficient alerting to cover this.

(To do: Add details on actual situation -- lag, latency, current state of alerting.)
