[Discovery] Write up an ATAM of devstack vs. tutor vs. a new system

We need a document that concretely outlines our rationale for favoring one of our three development environment options: devstack, tutor, or a new system. We've stated that we think we need to build something new, but lack a statement of why the existing options (devstack and tutor) are unacceptable systems for 2U to invest in. We need this both to convince ourselves and to socialize that decision external to the team.
