Describe the bug

Since I updated my Ubuntu version, I can't install TVM in my external environment; I need a venv to install and create the projects.

This is related to: https://packaging.python.org/en/latest/specifications/externally-managed-environments/#externally-managed-environments

To Reproduce

Trying to install TVM in an external environment (without venv)

Expected behavior

Be able to install TVM in an external env (I'm not sure if adding to Pypi could help).
Or have in the documentation that you need a venv to install this.
