🐞Filter row moves up and the border disappears

Description

Happened on INT during R24.08 testing:
When scrolling down in any table with a filter row, that row moves up and the border around it disappears. This makes interaction with the filter and the elements underneath the filter irritating.

As you can see the filter row is not static/sticky like the header row, instead it moves up and the border disappears. Additionally, the border on the right on top of the action row is missing from the beginning.

Expected behavior

I expect the filter row to stay in place exactly like it is and the border should remain visible.

Steps to reproduce the Bug

1. Go to a table with filter row (parts / quality notifications)
2. Scroll down
