Update latest release section for 0.47.0 #367

First draft (0.46.0 content is live at https://www.eclipse.org/openj9). Note: this isn't an exhaustive list of all the changes, just the main ones:

When we make the website change, I think we should add a 0.47 section above the 0.46 section, and keep both visible. |
Any particular reason for that? I am asking because 0.46.0 was already published in August. So why retain it? |
0.47 is not a replacement for 0.46, it's a new version. It's still useful to see the list of updates in 0.46 for users who are using a version before 23. |
ok, can I take this as a reference for the future because from what I have seen we have never clubbed together two releases unless those releases were happening back-to-back. For example, Release 0.41.0 supported OpenJDK 8, 11, and 17, while Release 0.42.0 supported only OpenJDK 21. Both these were not clubbed together. |
