Describe the bug

The bug is highlighted by Smoke test pull request check in che-code repository.
The additional information could be taken from the job https://github.com/che-incubator/che-code/actions/runs/10829140825?pr=416

Then the bug was reproduced on the dogfooding cluster.

The problem is when I try to create a workspace and when I approve that I trust the repository authors, the normal workspace creation is stopped.

In the video I demonstrated the behavior on the dogfooding.
