Overly zoomed in on Windows computer using Firefox

User is on a windows computer with Firefox browser. Every page begins too zoomed in for them (similar to previously reported problem). reported that previously it didn’t’ give them the option to scroll, but now it does. We should try to make this display more zoomed out from the start. they say they ust zoom out to 60% to get expected results. Screenshot below shows view before it's zoomed out.

@cameronkruse screenshots of other pages would be helpful, or more context about the monitor being used etc.

My initial thought is that the browser window just has a very small height, and that's not something we can do a lot about - in fact I think it looks pretty good given how strange this window aspect ratio and size are.
