Detected sites can lack contours for all time steps

When looking at the indonesia_v0 points, I notice that some locations do not have contours. As an example, Java sites 0, 1, 10, 100, and 101 are detected, but no contours are associated.

If the same model is used for site detection and site contour generation, I would think that contours would be generated for at least one time point. Indonesia_v0 and the associated contours do come from different models. I should verify how these conditions arise, and if the issue prevails, whether we should surface sites without polygons on the website.
